The View : Zoom Scale will scale up/down the view relative to the screen. A zoom scale of 1 means you can put a ruler on your screen to a one inch line and it should measure 1.

Currently the View : Zoom Scale always defaults to 1. I'll look at changing it to display the current zoom scale amount.
