Ok, I'll do my best to explain this.

I want to make a curved duct that is ellipse in shape and larger on one end that curves to a spline.

I've been able to get it to go straight as a solid (not a big deal, can work with a solid result). If I try just a round pipe, it turns at a right angle.

Tried 1 & 2 rail sweeps. I get an unknown error on 2 rail sweeps (I select the 2 ellipses then the spline to follow.)

Might be able to help if you can post your file.
Have you tried 'Lofting'?

I have the same trouble with sweeping up a closed curve with 2 rails. With only 1 rail it is running.

The rails are curves to bend the part in two directions (z and x or y )
For the moment I could solve the problem if I bend the result of sweeping 1 curve with Center-Bend-function.

I'm sure, it was running in olden days.

Try a "Centerline Skin", had to force the oval axis to tangency with the curve.
