Shaft Lt latest version , I exported a file in DWG, the dimensions show up but there was text in the file that does appear when opened as a DWG

the dimenson text shows up as plain text importing the DWG in another application?

Check the element type of the concerning entities of the DWG exported with the free ODA 'Drawings Explorer' (see "Properties").

A long time ago when I learned to use ACAD, it was fussy about the same fonts being on the exporting and receiving systems. .shx fonts were preferred because they're composed of line segments, geometry elements that would still be readable if there wasn't a common font. Don't know if that's still the case, but something to discount if it isn't.
