Old SAT import bug that destroys your file (#39)

build 658 This has not happened to me in years, but happened disastrously today. The last time was back in the days of Cobalt and the reason for moving to CU. Import a bad SAT file and random layers (usually the ones with the largest most complicated parts) get blown away. By blown away I mean that the parts no longer show in the layer list and layers that previously had items now show zero items. My file which was previously 48mb is now 1.2mb Of course you don't know that this has happened till you try and show layers that were hidden when you tried to import, so any save destroys everything up to your backup file. In this case a couple of days work.
