I think I'm missing something pretty obvious here. When using dynamic rotate to change your view of a model, the z-axis or "horizon" is not locked, so tilt can be induced. I come from Rhino and Sketchup where "rotation" is stabilized (with respect to the z-axis or "horizon"). Those programs have the ability to turn it on/off. Does such a setting exist in ViaCAD 2D/3D?

Not really - it would be a great setting to make new-comers happier : ) You can however press the 'z' key (for example) to lock the 'z' axis when you rotate Other than that - it is a transition you just get used to

You might want to try out the Navigator tool.
Open the Shortcuts manager and under the Window category set a key for Navigator.
