When an instance is created through 'duplicate as instance' or through an array duplicate, the instances are placed in the layer where the part was originally created.
When a part is not in the original layer and the original layer is not visible the instances are not visible.
I would prefer when the instances are placed in the same layer as the part or (better) in the active layer (as with a normal duplicate).
