Elaborate, it seems to work for me (select end point of spline, drag it to endpoint of another spline, endpoint snap activates)

Yes same behavior, no snap to (any) vertex when the spline is being edited. Oddly enough the vertices do come up as constraint points. Doesn't seem to be affected by zoom
