How do I make a circular hole pattern starting with one in the middle, then 6 holes around the 1 and 12 hole around the 6 etc with an equal amount of space being 1/8' or .125..??

It's hard to follow your questions. It seems you want to do points along a curve by 1/8" and just do them individually. LoL.

ok but how do i do each hole individually? I know how to make the circular patterns using the polar duplicate tool, but how do I make each circle I make into a hole going through a 4x4x1/4" plate?

In Solids, use the pattern which is more advanced. Otherwise just use the Cutout Solid by selecting all the circles.
