was wondering how/if this can be done.

example, create a 2" dia cylinder from origin center. next create a 2D 1" dia circle at base of cylinder centered at origin. is there a way to now drag that 2D circle to the height of the cylinder (or past) creating a cylinder mesh in the 3D cylinder, and then with a tool use the 3D mesh as a parting line to split the 3D cylinder into a inner 1" dia 3D cylinder and a 3D tube that has ID=1" and OD=2"

i ask because this method would allow me to use such 2D items as "razors" to split/carve 3D objects into pieces, etc.

You can use any extruded surface to split an object that it intersects with.
