Not sure exactly what you are asking, but I have not been able to make a custom tool pallet for the views. If you have shark, then it comes with a navigator under the window menu. You can use that to navigate views by clicking on the icon in the bottom right corner. In Shark and ViaCad you can use the "viewports layout" option under the view menu to split your screen. Then you click the view at the top of each screen to change the view.

The final option you have which is what I did with ViaCad is go to your shortcuts under the file menu and set shortcut keys for the views. I used Caps Lock and set all my views and planes using capital letters for the shortcuts. This works great for me.
