Does PunchCAD work like Auto CAD for designing sheet metal enclosures? Can I specify a sheet metal thickness and mfg tolerance (e.g., .005") and will Punch CAD than calculate bends, radii, part fit, etc.? In other words, is Punch CAD optimized for sheet-metal design and bending and punching and manufacturing, like Solid Works, AutoCAD, etc.?

No. Maybe you take a look for Bricscad. They have a good metal sheet solution and are not so expensive like Autocad or solid works. Shark is far away from a bending solution. But 3D Modeling works very well. 3D to 2D is still not perfect.

TurboCAD Platinum also has sheet metal tools for reasonable money, built in. They're treated as generic tools, they don't actually announce them as "sheet metal tools", it bends and unbends, and gives bend edges and centre. It works on bend neutral depth, not k-factor.
