Works fine. The only thing suspicious about the video is that when you drag the blue arrow down, the edge directly behind it doesn't behave. Try rotating you view first so there's either nothing behind or no edges etc. Mine worked fine whether there is something behind it or not, but I can't see anything else wrong here?

I did not see any problems with your cup too. It works fine to me. But really this SubD tool is very cranky. When you work with subdivision, disable "Snaps": Face On, To Grid, Work Plane. Sometimes it helps.
