I have made a split into the surface, and want to edit the control point for the split part, but cant find a way to shrink the control points to the splitted part.

How to shrink the control points?

Do you just want to shrink the surface?

Looks to me that you might want to elevate the surface in the center. Use the elevate surface command. Then you will get other control points. As it is right now, it tends to keep the control points of the overall surface thus it fails.
