I have an aerial photo I'd like to annotate with distance measurements in ViaCAD V14. I've managed to import the file, but can't figure out how to get the scale of the photo and the scale used in ViaCAD to agree. In other words, I'd like to draw a fifty foot long line in ViaCAD and have it match the length of a fifty foot long object in the photo. Is this even possible? If so, how?

Yes, you can do this.
Use the scale tool as indicated in the picture.
For more information press on the tool tip ? icon for help
Or under the help menu at the top of the page, go to the tutorials and at the 9 minute mark, Tim illustrates the scale tool.
I think if you search around you tube Tim illustrates how to scale a picture of a 747 plane
