I have ViaCAD 2D/3D (strongly considering moving on up to Pro) and I do like to design my own parts for various custom motorcycle projects. What I would like to do is find a good Finite Element Analysis program that would allow me to stress test the various pieces that I might design (connecting rods, frames, ect.) to find out how they will perform. Also, I would wish to be able to check balance of rotating/recipocating assemblies, such as crank, connecting rod and piston assemblies.

What is available for the home user on a budget? (I would search on my own, but internet searches is something that I fail at, and I also wish to find imput from users who may have experience with some of these programs)

FEA is specialized and expensive to develop. In the past I remember there being a free FEA app for the 3 major OS platforms but had restrictions based on citizenship (USA).
There was one that had free a trial offer, and another that was free but had a limited toolset.

You might try becoming a student again to get a cheaper version of a midrange app?

Yeah, right now becomming a student is not a viable option at this time. Maybe I could find a company out there that has the software and can test the designs I come up with for a reasonable fee.

Then again, it's not all that important... and I am sure that I can come up with a lot of parts designs which would not need such testing.
