If I import a photo in to ViaCAD, is there a feature where ViaCAD automatically draws a 2D version of the object in the photo?

I have ViaCAD 2D/3D V12 and I use a Windows 10 Computer.

Nope. You'll need like https://www.rastervect.com/ or https://www.cadkas.com/downengpdf11.php to do that for you.
I have both of these and I find that they both work really well. May take a little to get used to depending on what you want the outcome to look like
