draw view scale suggestions (#2192)

Hello Tim: Here are some simple suggestions on how setting the scale of a Draw View could be made easier for a user: 1. give the user the option to choose a desired scale for the Draw View instead of a division or multiplication factor. I typically know the scale I want not the division or multiplication factor. 2. if option #1 above were implemented, display the scales relative to the units chosen in the Page Layout dialog (Architectural, Engineering, Metric). 3. display the scale of the Draw View relative to the Page Layout scale. If the Page Layout scale is 1/2" = 1'-0" (1/24), and I set the Draw View scale to .50, to the right of the scale entry field, it could display 1/4" = 1'-0" (1/48). If I set the Draw View scale to 1.0, to the right of the scale entry field, it could display 1/2" = 1'-0" (1/24). Thanks, Gary
