the dimensions don't really matter. Just draw two circles and try to get the tangent arc to go to the outside as depicted.

I don't really know an easy way in ViaCad. We need to add tan,tan,radius to the circle menu
for our Wish List. AutoCAD has had it for decades.
For your drawing I would trace and scale a known dimension.
I know this video won't help, but shows tan,tan, radius.

you can try a solution with one guide line and the three tangent circle tool
finally you can trim the resulting circle

..or you can use the Tangents Points Arc tool, twice over to do the same.
1. Draw two circles
2. Draw line, at a tangent off one of the circles, or either perpendicular from a radius
3. Use the Tangent arc tool and create an arc that meets virtually at a tangent on the second circle (I'm sure I can set this to snap by altering something in the preferences)
If you're not happy with this, then create a tangent line off the second circle and use the Tangent Points Arc tool to work back to the first one, and it'll be a little closer to a tangential curve.
Admittedly a fudge, and probably not quite precise enough, but it works OK for me.
