Dimension Formatting Changes on Save - How do I preserve changes.

I created a 3D model and then created a sheet with several views. I dimensioned the parts using the default ANSI format. Later I needed to change the number format from decimal to fractions with the inch symbol shown. When I saved the drawing and then exited and re-opened it, all of the inch symbols were gone. It did this several times. I changed the selection to Show Unit Symbols but it kept getting reset to Follow Prefs. It also did some strange things with the text sizing. As I changed the format to fractions the text got very small and I had to go and re-adjust several things to get it back to the way I wanted. Not sure why it wouldn't just change the number style without changing all of the formatting. When converting to fractions, I tried to adjust the tolerance from 1/8 to 1/16 and it seems that each time I would go back to edit the dimension, the default was reset to 1/8". Is there a simple way to just change the format of a dimension number from decimal to fractions that I am missing?

The experts might have a more informed answer.
However I reported something like this just recently.
I think it's to do with the recent windows update.
It was suggested that you update to the latest work in progress.
